    Tbh I was never a fan of this "very obviously evil" look most Disney/kids movie villains seem to share (even when I was a kid). Over the top is okay, but these people are so predictable it's boring.

    Cruella DeVil is one of my favorite disney villians, when i was little i had nightmares about the face she makes in the final chasing scene after she destroyes her car and goes DeVil mode.

      @Tristan Petty IKR : earlier his lead henchman made the *actually smart* suggestion to kill Eddie where he stands, and that was dismissed, and Doom ordered him to "Let him watch his Toon friends get dipped first" because psychologically scarring Eddie before killing him, is THAT important.
      Even after being outed, and his opponent now *knowing* they are holed up in a building with 5,000 gallons of the one thing that can destroy him, Doom still insists on prolonging the process, because Eddie's misery, is Doom's happiness.
      But with the shoe dip scene, I meant it looked like Lloyd/Doom's face was lowkey breaking the 4th wall and was addressing us audience like "That's right; I did it. Whatcha gonna do about it?"
      Which is brilliant because everyone gets so in their feelings over that shoe.

      @Brady Hartsfield I think that was his mindset post reveal when he's sadistically smiling at Eddie as he's turning the dip back towards Roger and Jessica. In a sense Roger has become something of a brother figure to Eddie so Doom is emotionally hurting Eddie all over again.

      @Tristan Petty Also, what you said about Lloyd bringing his own brand of wry, black humor to the role is very true : mainly in some of his facial expressions as Judge Doom (when he's not doing that creepy serial killer "flat effect" thing)
      If you look closely at his face beneath the smoke after he dipped the shoe, he was all like
      "Aaaw, did I hurt your wittle feewings? FUCK your feelings : it's MY movie now!"
      Lloyd's interview reaction to people saying Judge Doom scared them stupid, is more or less that sentiment 😄😄😄

      @Tristan Petty The whole film is really just brilliant bombastic and bipolar, so Judge Doom (and everything that's going on with him) fits that perfectly.
      Lloyd has said that Judge Doom is an amalgamation of every 20th century cornball villain trope that ever was, and he *is* all while STILL being unironically terrifying.
      Even from an adult's perspective : the fact that for whatever reason, he is some type of "inverted" toon that so hates all other toons and what they stand for (making people happy) that he wants to destroy them all, then make humans miserable, and murder humans whenever he sees "fit", while wanting to blend in with humanity is *nightmarish*
      So then considering all of that : it is satisfying when his demonic persona and defenses are gone and he goes full Wicked Witch (though you're right, pretty disturbing to see as a kid)

      When Judge Doom got flattened and started squealing, it initially startled me but then I cracked up at the voice and gibberish (even as a little kid, I knew this was the movie's way of telling me that he's a Toon, and was gonna survive this)
      Then I was getting progressively creeped out at his flattened form flailing about and inflating himself...
      Then when he turned around and started talking, it was a friggen wrap.
      I mean, it was the worst thing I'd ever seen or heard in a movie. My brain shorted out, my heart went into arrhythmia, and my soul left my body, out of fear that Toon Doom was going to eat it.
      It also scared the shit out of me...

    I do believe Madam Medusa from Little Rescuers deserves a spot on this list or at least an honorable mention. And The Wicked Witch is kinda an epitome of an Over-the-Top Villain, an original villanous character we love to hate.But undeniably since The Wizard of Oz a lot of new charismatic villains have been created and they're probably worthier of taking up spots here.

    Fun Fact about Lord Farquad: Dreamworks was co-founded by Jeffrey Katzenberg after he was fired from Disney... He literally fashioned Farquad to be an evil satirical version of Disney CEO Michael Eisner. Does Farquad's obsession with the "perfect world" make more sense now? It's an obvious reference to Disney theme parks. Even the name is a risque pun. Say Farquad really fast and you'll get it. (On that note, could you imagine if Shrek had just been released TODAY? I can just imagine the outraged facebook parents...)

      @JamesDavy2009 Because then the movie's logic would fall apart since
      1.) Toons are all performers, therefore that wasn't *really* Bambi's mother, in the WFRR universe.
      2.) And most importantly, bullets and anything else that isn't "Dip" cannot kill a toon. We even see Judge Doom get directly shot by Jessica in the film and he scampers away like it's nothing (foreshadowing to his true nature)

    I'd add the Duke from "Rock-a-doodle." Big scary-looking owl, deep scary voice, magic . . . breath? Sure, it's not a great movie, but it was not difficult to tell he was bad news.
    And all the characters in the "honorable mentions" shouldn't have been honorable mentions. They should have been on the list. They were much more menacing than others.

      I do agree that Ratigan and Trunchbull should've just been on the list....Also, Farquad and Gaston didn't need to be that high.

      Over-the-top and "menacing" aren't the same thing though. In fact, when a villain is super over-the-top, you can't take them seriously anymore or you're entertained by them that you almost want them to win.
      I don't think anyone was more "menacing" than Judge Doom.
      I thought he was gonna eat my soul.
